The year is 2084 and by the end of today, with the grace of God all forms of verbal communication should and will be banned under the 163rd Amendment, which states that verbal communication threatens the rights of all individuals. Words, clauses, statements, exclamations, jokes, slang, sexually perverse connotations and innuendoes—just by there very nature all constitute harassment and threaten the prosperity of all civilization and our great 120 United States.

Many have wisely applied to government agencies for laryngectomies to prevent any possible legal penalties and repercussions that can and will incur for speaking, uttering, or whispering of inappropriate words, phrases, or clauses stipulated under the General and More Specific Sexual Harassment Act of 2084, SECTIONS I-XXXV, voted on almost unanimously, all with the exception of New York State, and passed today. Whistling, Howling, Lip Smacking, and other deviant behavior, have had recommendations for medical procedures to inhibit and/or control such.
It is my hope that within seven years it will be illegal to have full use of vocal chords and voice boxes, except for special exemptions under proposed Articles XXXVI-L for those recognized for their accomplishments and potential in the performing arts, archaic professions such as "hog and duck callers," military leaders, some teachers, and others of supervisory capabilities.Furthermore, mandatory amputations of fingers, lips, nerve removals of eye- winking control endings, and other gesture capable parts are under discussion and I support this whole heartedly and urge you the senate to hop on my ban wagon.

All of the above mandatory amputations are presently being lobbied for an effort to stop once and for all sexual harassment, and harassment of any kind. Silence, and amputations are the only sure solutions to prevent incarcerations from deviant behavior under these laws, which will be strictly enforced to the fullest extent of the law. After the Third World War we have been looking towards ‘sure solutions,’ and once again this is another brilliant one. Clinics will open within the next one to two years, and will be available for free and mandatory operations as a public service. It is suggested that you call (721)-338-5678 for an appointment in advance because times are changing and you certainly want to have the necessary operations while appointments are available in abundance and can be scheduled for your convenience. Why be put to death for involuntary winking at an attractive person and highly offending them? Why be put to death for letting the word spelt ‘j’ ‘e’ ‘r’ ‘k’ slip out of your mouth.

Our record has been a strong and clear one. Look at what happened after the 154th Amendment, which make all physical contact illegal. We stopped the transference and spreading of all highly contagious sexual transmitted diseases. We stopped those archaic sports, sports are unnecessary in our world today, and there is always the chance of some contact as we discovered in tennis. If one must pick up the ball to throw it into the air and serve it, than hit it over the net with a racket, what if that very ball was served into the body of an opponent? Yes, I would say that most certainly constitutes contact.

We now have children growing up healthy and happy in controlled facilities, under the supervision of highly trained government doctors and scientists, only to be delivered to their prospective parents in perfect health, as fine young boys and girls, capable of functioning and contributing to our society in accordance with our fine constitution and their genetic predisposition. Hopefully after today they will undergo these mandatory procedures genetically, as to not infringe on their ‘well beings’ with semi-invasive mandatory operations and amputations.

Our record has been a clear and strong one. Let’s have a look at what started it all. When we outlawed the usage of all stimulants and drugs in 2020, yes our Citizens weren’t happy at the time, and it was a radical change, but look at how much we prospered. The average person exists to be now—I believe the average existence expectancy today is 130 year for males, and 155 years for women. Does anyone today even miss salt, pepper, sugar, caffeine, alcohol, nicotine, marijuana, and other devilish products? Does anyone even think about them other than when you see them in a national museum, or watch an old television show? There aren’t many alive who even remember how these wicked intoxicants tasted. Very few of us even have first hand experience as to how they affected and abused our bodies reeking havoc and chaos. Yes, we had a difficult time enforcing this law, but once we destroyed all means for creating these products, and once we genetically altered bodies to die if any of these products were to be ingested, we’ve weeded out the weak citizens, and look at how prosperous we’ve all become. We destroyed our last correctional facility in 2024 and wasn’t that a glorious and momentous occasion.

Shortly after we made all stimulants illegal, the implementation of GPS tracing devices in all of our citizens, and neural shutdown devises have made it impossible for anyone to be where they should not be, without having their brain temporarily shut down rendering them paralyzed, until they can be contained and scanned. Hasn’t that worked wonders? Even take children for example, those who would ask to go to the bathroom, and try to walk outside for a few moments and take in fresh air. Actions like this cannot be tolerated. Boys and girls trying to kiss in the hallways and the transference of salvia, just the thought of such a lude and crude act turns my stomach.

I don’t have to prove our record, it has been clear. The record speaks for itself. We haven’t made any mistakes in over sixty-four years. The fate of the country, and the individual citizens of the United States of America are in very good hands. If New York continues to act out and cause friction within our beautifully working House, and Senate; and if New York citizens, and politicians want to become a country on their own, and live according to the barbaric laws of the 1950’s, or even worse yet the 1900’s than so be it. Why not just return to nature and live as the Native Americans so many years ago in wig-wams and teepees. There abuse of drugs, and their lack of technology led to their demise.

As far as I’m concerned, and with the grace of God, I hope you the Senate will agree with me when I say New York can float into the great abyss along with the few other uncivilized nations that still exist. It baffles my mind that New York would even consider allowing it’s citizens to ‘sing’ potentially offensive songs while ‘walking’ to work. It baffles my mind that they are upset with these GPS tracking devices, and against having stimulants like caffeine illegal. How could anyone argue that coffee assists in productivity? It’s a philosophy of hedonists. Instead of progressing forward, they seem to want to go backwards to simpler times. Once the center of the world and modern thought and philosophy, New York is now the center of corrupt minds and blasphemers. Perhaps we will never know what went wrong. I suppose all the genetic alterations in the world can’t fix the minds of everyone. As long as there is difference, there will always be problems.

New York why don’t you let your citizens smoke cigarettes again? I mean really, why not just let your citizens kill themselves? I hope we can all exist in just unity, and prosper as citizens of America. I hope New York can continue to be a part of this Nations great history, but Senators, perhaps we would be better off in addition to passing the 163rd Amendment today, passing a 164th Amendment as well stating that the politicians not voting with the vast majority or the general consensus be banned from our glorious, and frictionless government—furthermore loosing all privileges to write books and articles of any kind in our newspapers corrupting the minds of our citizens. If New York leaves the union, we must prevent a tragedy like this from ever happening again. We must also prevent any ‘nay sayers’ from slowing our process of passing of laws that are for the greater good of all human kind. The greater good of humanity is all we ever had in mind.
